What would you do?

What would you do if your company hired a department head that has no experience in processing plans in the jurisdiction you do business and constantly has comments related directly to their lack of experience?

As in, the comments have no real merit, and therefore require explanation that should not be necessary.

Should I go over his head, to the people I directly reported to prior to their hiring? Keep in mind that I basically performed his position and mine for over a year while the position laid empty.
